I've also seen this at some places here too, some of them have a reflector crammed in and some are like the ones in your pic. I've also seen some places running only the inner lamps but in a four lamp troffer but those are mostly older T12s.
I put up a bunch of three lamp versions of these at my work a couple years ago. They are T12 from the 80's. I've actually replaced some of the Advance RS ballasts with electronic T12 because magnetic RS doesn't always start properly when it is humid (like after a rain during the night). Especially these type fixtures for some reason.
I noticed one Target just went to these new fixtures and they put in GE 28w Ultramax T8s. The others went to GE Hi-Lumen 32w T8s. On a side note, all of the GE F32T8s are now made in the USA. The Canadian ones are no more.
There was this fancy target.. You parked UNDER the store, in a garage like thing, and you got up to the store with escalators and elevators, and there was a cart lift thing that went next to the escilators to bring it up and down..
I have the same Target store with underground parking level that were build in couple years ago at my neighborhood area. When I googled the map area, it was under construction at that time
Actually they do have reballasting LO, I watch them reballast fluorescent fixtures usually is done twice a month at around 4 to 5 o'clock AM, they check for dead lamps, reballast what needs reballastingL......Icetrons are very reliable from what I've seen!
At my school they did the change-out in my gym during school last year. They seem to be horrible at relamping thoguh. There's a wrap light missing its refractor and one end is falling out of the drop ceiling!! It's over a staircase. I tried telling them that it's going to fall, but they don't seem to care about the fact that it's hanging by the cheesy drop ceiling board and will probably fall at any time....

The new ones have the special higher output T8 lamps...not sure the brand...probably GEs....

And In wheaton mall in Wheaton, where me and FGS tend to meet....has 2 floor Target......a side note....some Targets has icetron lighting escalators!
