F15 Lead Lag Setup: Updated 
Here's the same fixture in my [url=http://www.galleryoflights.org/mb/gallery/displayimage.php?pos=-3108]previous[/url] pic after I installed a 4uF cap instead of the 2.5uF cap and mounted the two starter sockets and replaced the starters with a pair of metal cased Coopers. I also drilled new holes and mounted the interior components more securely with through bolts.  

Setup details:

I used two GE chokes [url=http://a.imageshack.us/img822/5170/normaldscn5600.jpg] like this one[/url] as the two choke coils, a unbranded F15 choke wired in as a starting compensator in the starter loop for the lead lamp and,  a 2.5uf cap wired in series between the lead ballast and the lead lamp. The only difference aside from the brand of chokes and lamps used was that I used a 2.5uf cap and Daveman used a 3.25uf cap in his original setup so my lead lamp is quite severely underdriven as compared to his setup. That's the first problem I've had from using a lower cap value, the second was that because the lead lamp is underdriven and noticeably dimmer too, it's a lot more difficult to start it (and it won't start T8s) and it also starts off flickering for the first 30 seconds especially from a cold start. I might get a 3.25 or a 3.5uf cap later and try it again to see if the drive current on the lead lamp improves. 

The measurements that I got with a kill a watt type meter from this setup:

Both lamps in:
29W .26A
Lead removed:
18W .29A
Lag Removed:
9W .17A

(Note: I don't know if the meter I used was a true RMS meter so the currents might be off)

Did you get results from Kill-a-Watt meter?

Kinda, I used a similar meter to the Kill a Watt, the one I used was a UPM EM100 meter.
