Lighting Epic Fail

Here's the same pair of B2255s seen in this pic fixed up but they somehow managed to leave the cap sticking out of the B2255 that had the open door in my other pic.
Here's a close up of the tag:

This is worse than what I commonly see a problem with GE M-250R2s which are a small black wire (and sometimes part of a connector which switches between 100 and 150 watt on multi wattage tap HPS ballasts) sticking out a bit of the door....this is way worse and knucklehead job!
@Niall yep it's lighting a parking lot but I don't know who services it though.

Hmm, I guess a closeup shot of the fixture tag on the bottom will solve this mystery if the text hadn't faded away yet, like what happened to this McGraw. This B2227 on the other hand had a legible tag.
