Very High Signal
Seen this while in Niagara falls Ontario on the weekend, never seen a traffic signal mounted so high up before. 

Also in 2012 all the R37's, and AE 113's were taken down and painted black and put back up.

Is it on a hill where it's difficult to see normal height signals?

Oh almost missed it, The grey back. Amazed, I guess some painted fixtures are done by utilities afterall.

Yeah it is on a hill, but its not that extreme of a hill. You could have seen it from even halfway down the pole.

I remember the older config at this intersection used to have plain steel poles and 12-8-8 signals high up instead of the all 12" ones.

Yeah they had the same kind of setup in the streetview for 2009. Definitely wasn't no accident mounting them that high up
