This is a cooper as well. The Cooper URC. This would look better with the outside of the reflector painted black to match the fixture and pole.

it needs a long teardrop refractor.....

I agree with Jace, a smaller top would makr the light look nicer. If they really need to use this big top then they should make the reflector/refractor assembly bigger.
