This is at an entrance of a private area...there was about 4 or 5 of them along the road in a few entrances....My local electrical company services those and installs them with a lease....

Interesting, I've seen the full shields and the house side shields before but not a half shield.

Sometimes the linemens cut the shield or make custom shields themselves to make it possible.....it depends on what is specified on installations....in this case those were installed on entrances and those are considered as a PAL lights (Private Area Lighting) which my electrical company provides so they CAN'T light the public roads at this case...(of course it would be called a "light trespass") and the installers were instructed to half shield them....

I bet a little light still gets on the public roads, it's hard to avoid.

Why don't they want private lights to go on public roads?

Because the private preoperty owners are paying for the juice this uses and all the fees so it's unfair for the PAL light to be lighting another property. Think of it this way: You don't want to be paying to light someone elses yard right? Smile
