 4-6-8w Mini Preheat Striplights
Here's 3 mini preheat fluorescent striplights that I have, they're all running cool white T-5s at the moment with metal cased starters instead of what's shown on the picture. They're not that overly blink happy though especially the 4w one which one time started without a starter in place.

Yes that can happen you will be able to start lamps without starters because static can also aid starting lamps (if the power is on) I have also found BBQ sparkers can start preheat lamps without starters at times....

Which is better, plastic or metal starters? (I mean in relieability)

They both equally reliable if you ask me, but I generally use metal if the starter can be seen, and plastic if it's behind a cover.
