Is your area getting "smart" meters? These could be related to that.

National Grid uses those"smart meters" here and we onlt have these things in downtown Providence.

We got them about 2 1/2 - 3 years ago, they only started the "on-peak and off-peak" (...) this spring though.

the smart meter also replaced the original 80s Westinghouse meter.

The spinny wheel type meter is still on my house from 2003. they automatically know the utility bill without going to the house somehow.

I forgot what those were called.
I like them better than the digital ones. The faster it spins the more juice you're using.

I like spinning discs
the more 1kW lights you hook up to it the faster it spins.

Most utility companies now use "automated read meters" which they can now read you meter by driving by the house. My father is a Meter service mechanic for NU and he showed me the device, It's pretty cool.

Here they are all wireless to my knowledge, nobody even has to drive around.
