can these be used in regular HO 8ft fixtures or do they need to be in cold environments? IS there any difference between standard and CT lamps besides the price? lol

IIRC, the only reason the cold weather HO lamps exist is because of the full wattage 8' HO lamp ban. If the lamps are marked for cold weather use, they're exempt from the ban.
