Those are suppose to be to fill in the round white retroreflectors. That was predecessor from the painted reflectors signs.

Yep. The yellow is reflective. The older ones were non-reflective with a yellow background with plastic circular reflectors attatched to it.

There's still a older yellow one with retro-reflective beads left here.
