no that's what it means when people throw shoes on powerlines, tree branches, etc. It's a gang symbol and drugs too. Of course maybe someone just did this as a prank though lol.

There's one park (not the one where this pic was taken) I've been in a couple times and had people ask me if I want to buy any pot - just right out in the open (and no hanging shoes either LOL) ... ofcourse that drug is "legal" here now
i guess. i'm not entirely sure. my parents had always told me those shoes meant gangs/drugs. i'm not sure if it's true since they had always told me you can only get the protected left turn arrow if you turn your blinker on in the left turn lane otherwise you wouldn't get an arrow. obviously that's not true lol.
