They're pretty odd lights, MTO only used them on the 401 near Oshawa. Never figured out why though.

Yeah it's strange, wouldn't just putting up one arm with a 400 watt fixture make more sense? Unless they figured that having two fixture would mean if one went out the would act redundantly and light the road.

In that instance Dual-Arctube Standby Lamps would be a better solution.

Possibly, but they didn't exist when this was done.

Maybe they shut off one of the lights on each side after a certain time when traffic is lower.

I don't think so, it is possible but I've never heard of the MTO doing that.

Maybe they used to and they don't now for some reason. Anywats, how old is this set up?

Apparently MTO did switch the lumes separately at one point since there's a article titled "Dual-level lighting system performance Highway #401, Oshawa" in their library...too bad they didn't scan the full text in though.

Anyways this setup looks late 70s - 80s to me.

Interesting, I would guess around the same time period too, I think the R37's are the original fixtures.

I don't have the article with me...it's just a entry with the title on MTO's website. I think they haven't scanned in the article yet.
