Odd Light Switches 
I believe these odd looking push button switches are actually low voltage and control a remote mounted relay. These are somewhat common at my school. Also note the some of the switches are labelled "mercs", I looked around for them but I could only find a dimmed out one in a recessed can. The rest were either burnt out or missing. :/

I worked with these low voltage lighting controls at school before, they're likely GE. The major major sort of low-voltage lighting controls (Douglas) doesn't use double-throw switches and works differently.

This style of switch was quite common in the 70's - the contactor would activate a relay and control a large group of lights. Interestingly, the house I grew up in had this exact style of switch as our garage door opener button. The "on" activated the garage door and "off" did nothing.
