The lamp is covering itself as the people in the building are too cheap to buy curtains, and it is not wishing to see the ugly......

I see a second mount on the pole for a truss arm too...

Yes...all or most poles are like that in Baltimore City.....

And for your comment, Joe....you could say that....the way you put it....its kinda actually the reason.....it was disconnected temporarly due to construction work and the process for lineman is to cover with bag to PREVENT people reporting a light out.....same concept of covering traffic light that's not in service....this one is not in service, so it was covered.....I didn't know at first, but asked and found out

Yep FGS, you are correct...a GE M-400A2 to be exact with 400 watt HPS!

I see that often here with traffic signals. They will cover them when they are non-functional. Most often seen when new ones are being installed but are not yet ready for service.

Lights are very rarely out of service here, of they are nothing special is done to them.
