I wiped off some of the dirt and it exposed some text that is crucial to finding out what this is.

The numbers on the top read:
35-210903-11

I think the last two numbers are 11, not so sure though, I could read the rest though.

How will I Be able to find out what the ballast is by the number?

This looks like a part # so you can't tell from this without GE's help.

The number is the ballast catalog number. You see them on all ballasts and that number can help you specify what the ballast is.

@ Ian, that's a part number. It's not a catalog number becuase this isn't a separete product.
@ Joe, I'm guessing it has do with the fact that the ballast isn't meant to be sold as a spare part.
