These are now required here when a municipality purchases ownership of the street lights from the electric company to install LEDs. It allows the fixture to be deenergized for service without messing with the secondary connections.

We use those type fuse holders for city streetlights and some park and Paseo (greenbelt walkways)

I've seen these used both on standalone streetlight poles as well as on lights mounted on utility poles.
