 Etlin Daniels HPF PL-13 Preheat Ballast
Here's a HPF model of a 13W PL type ballast inside a PL drum light. 

It wires up like a preheat ballast that steps up the voltage but there is only a choke and PFC capacitor inside the case, it's also potted unlike most choke ballasts.

Yeah they're a bit harder to find than the other ones, they also made a tulamp style lead-lag PL 13 ballast but I haven't seen any of those.

This is THE most efficient ballast. A power factor-corrected choke is more efficient than any other kind of ballast, even electronic! It draws less current than this GE electronic ballast!

Interesting, I never realized that PF corrected chokes could be more efficient than electronic. Very Happy
