That's what I would think too, if it was wired for one voltage it would say something like: "wired for 120v" on it.

Yes. The GE multitap ballasts are not wired from the factory. The customer has to do that.

You can get multi tap ballast wired for a desired voltage, the mass dot does it all the time.
