I have seen a bunch of those types in New York and Massachusetts...except they had bucket streetlights which are Holophanes and I think above is also an Holophane also....
There's another row in New York called Interstate I-190 which usually has a setup that alternates back and forth each side of road and sometimes one side for a distance see here....WEIRD!!!
Form109....I think what Gailgrove means is that this whole setup is not an highmast but whoever installed this fixture decided to use a highmast fixture on this setup......
Gailgrove....Those things are sorta a highmast...those setup are pretty tall if you look at the streetview I posted in link, instead of multiple fixtures they use single fixtures and they all are closer between each other than the real tall highmasts.....but still a bit spacey....They all light up 360 degrees on the median.
I've seen this style of lighting before on I-190, they were setup so that they alternated back and forth on some stretches and faced the same direction on some other stretches. I have a pic of them here but the pic turned out a bit blurry.
