Oh now that's cool! So do the photocells on these lights function or are they bypassed/ have shorting caps?

I don't know if the photocells function or not on these as I was told they were switched from inside the building.

Cool! I've yet to find a streetlight display here but I did find a traffic light display in one of the contractors yard.

Edison EEC streetlight display part 2

Here's the other section of the streetlight demonstration area at Edison's EEC in Irwindale.

They are not normally operated at night but if there is enough interest from a city or public works dept, they can switch them on manually by request to show the light quality from various fixtures.
