GE Proline Residential Ballast
Home Depot had this style and the commercial "2N" version of this for 6 bucks more. I went with this one since it won't interfere with his radio or TV. Plus, this was cheaper and since the lamps are driven at the same power factor on either ballast and this ballast is bigger, i went with this one. the lamps are a tad dimmer than F40T12s on a full power RS ballast. this was $15 and the pair of lamps were $10. the same lamps (but GE instead of philips) are $6 a pair at lowes but since i was using a gift card i just bought the lamps at HD since we'd probably burn the difference in the cost through gas going to an additional store so...

Back when I converted some of my lights to T8, I used Sylvania 120-277V 0.88 BF ballasts. They're still going so I guess they're pretty good electronic ballasts.

Yeah this simply reads "normal light output" so i guess it's probably 0.85 or 0.87 BF...
