It's possible...old NEMAs had ballasts mounted to the top so you can't see the mounting points from the outside...

The lens pattern looks like my Spherolite. (which is still for sale). I like the design of the one pictured here as it has the hinged refractor for easier lamp changes. The shipping for streetlights with glass lenses is going to be expensive because of the size and weight, and you have to overpack so the glass doesn't get broken.
