Yes, this looks like CWA. The set-up is very similar to my 1970's M-400 which is a 120X240 volt 400 watt MV unit as well. you can see a pic here

Yep the diagram looks like a CWA to me: cap in series with lamp and a non isolated neutral.

It looks like new AEL fixtures don't use these ballasts anymore, they use ones from Advance now.

The way the coils wrap around the core...I've never seen a ballast like this!
