That's most likely E-H1, which is a variety of 50s mercury vapour lamps! The ballast only mentioning "Constant Wattage" and being a CWI type is another giveaway, since CWA ballasts came out later in the 60s.

Yeah, I agree since the entire line would read "For 1 400 WATT E-H1 "

Oh and here's how a EH-1 looks like.

Yes it is an E-H1! Early ballast code, it is what is called a "H-1" ballast opposed to the later "H-33" code. Nice find!
