Where is the ballast and what does the inside look like?

I have never seen the inside.. It is not my lamp, its outside some kind of church. I guess the ballast is inside the metal tube. They have a couple of these, they take a long time to warm up.

Whoa! That is cool! I would love to have these in my yard. Who is the manufacturer? Never seen these before. Can you get a pic of it lit?
