New Model 25 Internals.
Here are the internals of the ITT model 25. Different than my other one, the reflector in this one is nice and SHINY, so is the reflector. The hinge here has a screw on clip similar to a 125 or 115 instead of the dent in the housing like my other, the capacitor is smaller, and I am not exactly sure about the voltage... It lacks a label.

If it trips the breaker it's not 120......

Could have had a ballast with a shorted primary too.

i don't think he's tested it yet, but yes, that could happen. It may also be wired wrong if it doesn't light....
