Terminal Block of the NEES M-250R1
Note the labels for the customer connections. Left is the PC wire, which goes to the lamp socket. 2nd and 3rd spots are the wattage taps. The second hot goes to terminal # 2 for 100W operation or terminal #3 for 175W operation. And Neutral for the PC goes to far right per usual with GE. Note the added ground jumper, which connects to the housing.

Interesting, I wonder what the PC terminal is for exactly. Is this one of those lights you mentioned that had a 240v ballast and a 120v PC?

Basically "PC" is Line 1, "100W" and "175W" are both Line 2 and "N" is the neutral for the PC socket. This is a 240V 120V PC light.
