One of the few different setups of traffic lights in MD
Note there are signs that says "(Right Turn Arrow) ONLY" That is right directly at the lane which is only for Right turns. Note the dog house style traffic light on the right? That is 5 light one, Red is stop, then on the left side of the dog house is solid yellow and green. The right side is arrow yellow and arrow green.

If red is lit, green arrow lit (the 3 light traffic light will stay red) then ONLY cars turning right can go. If all green lights including green arrow, then all cars can move.

We have simlar dog house lights down in Georgia for mostly left and rarely right turn/general lights in some intersections.

Right turn is pretty rare too....we mostly have left...but this case...it actually is a right turn to a onramp.......But we also have a very RARE U turn light also on the dog house style....there's one near me actually!

We don't use dog house lights up here in Ontario, the left and rarely right turn signals are all stacked on to the regular signal. In my area the stacked signals for turns are mounted on top of a pole in the median or on the left hand side of the road.

In Washington DC, which is near me they have them stacked...making them TALL! Same goes for Illinois which are all stacked instead of dog house style.

But here in Maryland our 4 light version (solid red, solid yellow, solid green and a green arrow) are stacked...(plus usually there's a sign next to that that would say "Left turn Yield on Green (shows a picture of a solid green)" If the Left arrow wasn't lit but the solid green was lit...then you gotta yield unless the green arrow was also lit.

seeing traffic light poles with two lights on it is odd to me...especially if its asymetrical like that.
