Odd, the ballast is crooked.

For some reason, that's the way GE mounts the ballast in these fixtures.

It's not that crooked. But for the M-400 R3 they used one big bracket with three screws and screwed all the components, from terminal board, capacitor and ignitor all are on that "tray" thing. Not sure why they did that, ut they redesigned the housing in the latest M-400 R3's to like the M-250 R2, where the ballast is screwed directly to the housing and more screw holes on the top housing.

It looks like the A3's used the same brackets at one point just on the power door instead of the housing.
