I am not sure if I am too fond of those flange design......in my area....if there was a 2 piece connection like this....instead of the flanges, they slip one pole into the other pole (one being slightly smaller than the other) and then put a big bolt or 2 through the holes....

But I have seen such flange design in Colorado for the freeway highway signs and some traffic light poles in Long Island area (outside of New York City) and I think some in Arizona...

I've seen some pole mounted flanges here in Ontario on some older traffic light poles and on the cantilever highway sign structures.

The newer signal arms here are mounted with either a clamp or mounted with through bolts.

I haven't seem a arm that was spliced here because most signal arms are short enough to be a single piece.
