we have Poles like that in our downtown,most poles still have their Remote Ballast can..some are removed with just an Open hole at the top which allows water into the pole. Confused

Cooper OV 15

Here's a pic of a Cooper OV 15 mounted on a older braced upsweep arm. There's what looks like a remote ballast can on the pole too so I guess this pole once held a clamshell or maybe even a gumball.
