Not so special. Sometime the lamp may come defect within the package as a result in a manufacture fault.
This can accur also with the hiqh quality brands as well.
This is the main reason why the european companies packages the lamps with cardboard packages, that are easy to open without distroying it, and why in Israel "Home Center" shops allows the shoppers to test the lamps before they buys them.
Lamps in blister packages in Israel, are only from israelis brands such are Nisko (Under the Sunlight brand) and Semicom Lexis (Under the Hyundai brand).

Good thing those are not available here, not many mains rated GY based lamps, just the twist in reflector type, which are really poor quality, as they are not low power, and have a really short lifetime. Better is to use the 12V versions and a transformer, even if it is a lot more expensive.

These little pieces of junk don't even deserve the westinghouse name! this one burnt out in 4 days!
