Could this have two 40 Watts Cool White fluorescent lights in these fixture?

They looked like it took two cool whites.

I've seen very similar fixtures, probably installed mid '80s, at a local corporate office building. They have two F40T12s side-by-side with the lamps almost touching each other. This is the only fixture I've ever seen that would actually look better with T8 tubes!

I've found these interesting looking lights at swimming pool, I wonder if they are suphur lamps.
