Nice find, I never knew that Canadian Tire sells old stock ballasts. My local store used to sell Advance ballasts but now they're selling some kind of unbranded generic electronic ballast.

They don't sell any magnetic ballast anymore. I bought the last ones at my local Canadian Tire in Riviere-du-Loup. I guess this one was sitting there for years (I found it in another Canadian Tire last year BTW)

Is there date stamp under the ballast?

Unfortunately not. However the ballast replacement cross-reference on the package specifies a CGE-branded ballast, so it dates from the 80s.
