It's Airgenie, a blimp that can display advertising images using millions of LEDs. The airgenie.com web site appears to be gone now, so I guess it wasn't a lucrative venture after all. Airgenie also made blimps for lighting large areas at night - such as for parties or filming - that used internal metal halide lamps.
