They probably got this from a surplus or something and the cobraheads didn't have photocell receptacles.

It could be surplus or since it looks like it's mounted on trailer, it could have been installed by the manufacturer when the trailer was built if it was built in Canada.

It depends, I've seen prefabs with wallpacks already installed.

Wallpacks don't protrude as much as cobrahead would.

Thanks for the comments guys! Actually this is on a building with corrulgated paneling, animal shows are held inside.
