Does anyone know what kind of capacitor this uses?

From AELs ballast specs it needs a 55 microfarad 240V minimum capacitor.

I believe this should have came with a oil filled cap originally, but the plastic "dry" type should work.

I'm guessing it should since the specs match what's on the datasheet.

Yup, the cap you linked would be fine! If you find a cap with a higher voltage rating, it's even better since it gives a greater safety margin.
