I can already tell these will be shoeboxes. The bolt circle is way too small for a roadway pole. Shoebox poles have a smaller bolt circle.

I've seen them use cement to fill in the gap between the base plate of the pole and the pole base. I wonder how does the pole drain?

I noticed that some of the concrete bases on the street also have drainage slots cast into them but I rarely see them in parking lots,

Yeah, most bases have them here too.
