I actually said in the other picture that I think these are Splauding Lighting Dallas's, They are available with a slipfitter unlike the Coopers.

EDIT: I did some digging in the MTO approved luminaires list (see here), and it seems that these are actually Quality Lighting Design 123s with a slipfitter attached.
