I remember one pole with tapered Elliptical arms having paintcan ballasts set up just like this with M-250R2s on the masts on Route 10 in Providence. The paintcan ballasts were removed a few years ago though. this is the pole the cans used to be on

i have seen these but ballast is on very top of the pole as pole end cap

This set up is rare in California. Most all remote ballasted set ups in California parking lots have the ballasts in the transformer bases or vaults.

I believe most of the poles here has post-top ballasts for lights on metal poles but the poles with twin masts (which were rare from the pics I see) were mounted like this.

Most remote ballasted lights on metal poles here either mounted the ballast on the pole top or inside a T-base. Wood and concrete poles have the ballast mounted on the side of the pole though.

@rlshieldjr they are on Mountain Ave in Ontario, several blocks south of the 10.
