The tall pole and breakaway base screams MTO to me, but I can't tell where you took the pic.

we use the breakaway bases too. We alway have....

The city here doesn't, just the MTO (only sometimes). I don't really like breakaway bases, the flying pole can cause more damage than just the crash would.

The older breakaway bases here were cast aluminum and the current ones are actually four breakaway couplers with a aluminum cover.
Mississauga used the breakaway bases too and MTO almost always uses them except when the pole is behind a guardrail or the pole is a signal pole.

The state here uses breakaway, but other poles aren't.
