lol shouldn't they use floodlight?

i've only seen one case where Cobraheads were being used as floodlights.

I've haven't seen cobras used as a flood before, pretty interesting layout.

I have seen in Israel several roadlights that used as a floodlights.

The photo cells aren't used, so they're the origional ones. The reason for the cobras is because the crowd and the track need to be lit. Plus, the owner likes the 'diffused' light the glass gives, which flood lights can't do. Keep in mind, the setup (not the fixtures) is as old as the 1950's. Origionally there were OV25 remote ballasted lights here. I got one of 4 remaining remote ballasted OV25's from my uncle, who is the announcer there.
