So I uhhh, came across these streetlights today, it's a couple of AEL 115s mounted to a couple of trees. Note that the trees even have "pole" numbers on them.
I think these were the tree mounted streetlights I mentioned in a comment...the AELs are quite new though which makes me wonder what were the original lights I saw...

I've seen this done with NEMA heads at Canobie Lake Park in Salem, NH. This sucks, i was over there to go on the skylon too and didn't go down the path.
Anyways, the arms have been there a while since the bark is growing over the mounting plate. Also note the "07" NEMA tag.
