Title: Where to buy an FML27 Ballast?

I have one of those infamous Daylight lamps and the ballast failed, I first thought the lamp died, but I tried a new $$costly$$ lamp and it still does not light I checked the socket + cord and all is good except the ballast

Is there a standard size for these or are they made specialty to fit the small arm of the fixture?
The lamp says FML/27/865

They're not standard in US. That and the 30W Circline requires 0.61A ballast. 

You'll need to get yourself a 30W Circline ballast for east Japan (50Hz).  When it is operated on 120v, it will have a matching V-Hz, so you can actually run the lamp as pre-heat with a glow starter.
