i think this is useless....when streetlights do just fine when switched by traditional means.

Exactly. We get charged for the light anyway, via taxes. :-\

he question is, if there are no better way to spend tax money, then on lighting area, where actually nobody use it at the time. But the cell phone idea is crazy, i think grid of motion (both people as well as vehicle) sensors and some extrapolating software can do the job better, i guess even for cheaper and nobody would even notice the difference towards really lighting all night everywhere.
Of course, these systems require efficient lighting technology with long cycle life, so it would be good-bye for HID...

On most interstates here in Rhode Island, the streetlights are on releys set to turn on at dusk, then go off at 2:00am, and then turn back on at 5am and shut off again at dawn. Good way to save money, but very confusing..............................

Yes, but when somebody want to go somewhere between 2 and 5, he would be in darkness...

Not much traffic between 2 and 5 AM, and you should have a car that is roadworthy, ie with working lights ( both lamps as well as high and low beam) so that you can see clearly. a saving of around 25% on average in light running costs, but with a small penalty in increased switch on cycles, probably balances out cheaper.

Most people don't go on those interstates affected during those hours. The lights on I-95 Won't get shut of because that interstate has traffic day and night.

I was more thinking of going by foot, not by a vehicle (what, include bicycles, has to have, according to laws in most countries, proper lighting devices)...

In America it's Illegal to drive/ride anything exept an automobile on and interstate. An inerstate is the same thing as a freeway.

Yeah, i overlooked it was only shut OFF on highways, there you are right, with low traffic drivers may use high beam and this should be sufficient.
I thought it was switched off for city roads as well and my arguments were meant for these...

Streetlights should be on at all times during the night, especially if there's an accident or other emergencies and it also helps drivers to see at night.

@mercuryvaporrocks: Definitely it should appear like that, if you go there by foot or by car, or however, you have to always have illuminated area in front of you, but without any other action from yourself then going there (so no SMS, no push-buttons,...). But this does not mean, then lights should be permanently ON, when there is nobody to use them.
I guess such system would not be more expensive (in total) then the SMS link and definitely both the safety would be higher and electricity consumption lower.

In Israel, lights on urban soccer and basketball fields and also schools fields and yards turned off at between 21:00-22:00 and in playgrounds and urban parks on ~23:00.
In Eilat city, the streetlighting are partially turned off at midnight in such a mothed that the road are still lighted uniformly but with less light and so saving energy and money from street lighting at night.
