When I was quite young, I remember our local utility...Detroit Edison...had an exchange service to replace spent lamps for new ones without charge. Those days are long gone, lol. I think it for for only incandescent though.

As I recall, my mom would save the old lightbulbs and take them to an exchange outlet for new ones.

No, it's more that you take the old ones and exchange them yourself and install the new ones yourself. So you take the old lamps to the place and they take the old lamp and give you a new one and you install it. That's what he meant by his wording.

I see. That's odd. Did they give you any spares so that you could replace a burnt out lamp right away? I mean, if I'm going to grab the ladder and remove the old bulb, I'm not going to put the ladder away and take it out again after I get the chance to run down and grab another bulb. Makes more sense to remove the old bulb and put in the new one at the same time.

Lol, yeah it would be good to have spare lamps bought from the store to begin with.
