New thumbnail shows that it has six 13 Watts F13T5 fluorescent lights as a grille

After the discussion with a member from Germany, I finally figured out that is the Mercury filled neon tubing with phosphor coating inside the parking sign.  See the updated information at the same link I mentioned.
