Six LED high mast fixtures installed on high mast poles?

Ok, since now TXDOT is putting LED high mast fixtures on high mast poles, they just install six of them on the pole. Why? Because with HPS high mast fixtures its twelve (in 400w), but for LEDs its six. Why is this?
