Title: Why the F32T8 are brighter than the F40T12?

Jace said me in the past, that the american F32T8 are actually much brighter than the F40T12.
This despite that our (European) 36W T8 (F36T8) and the 40W T12 (F40T12) are of the same brightness.
Why this is the case? Is this caused by the fact, that the argon filling of the F32T8 have higher lamp voltage than the krypton-argon penning of the european 36W T8?
