I can't start a F13T5 lamp with a FS-2 glow starter and a choke ballast. Why? Shouldn't F13T5 be preheat start?

They have too high of an arc voltage to be used on a 120v choke, and so use an autotransformer ballast (http://www.ebay.com/itm/4-Robertson-Transformer-Catalog-No-S13-Fluorescent-Ballast-For-F13T5-Lamp-118V-/180833338230?pt=LH_DefaultDomain_0&hash=item2a1a81c376) with FS4 starters like 3' and 4' lamps.
